Non Federal Match (NFM)

Non-Federal Match:

That portion of the total costs of the program provided by the non-federal entity(Delegate) in the form of in-kind donations or cash match received from third parties or contributed by the agency.

In-kind contributions must be provided and cash expended during the project period along with federal funds to satisfy the matching requirements.

The Non-Federal Match is part of a larger ecosystem of federal oversight, community involvement, and service delivery that makes Head Start unique.

It reflects a commitment to shared responsibility—federal agencies provide resources, while local communities contribute to ensure programs thrive.

  • Note, this partnership hinges on financial accuracy and integrity.
